Minutes of the School Board Meeting Held February 15, 2010

Meeting called to order by School Board President Arlyn Halvorson at 6:07 p.m. in the High School Conference Room, McFarland High School 5101 Farwell Street McFarland, WI 53558.

Present: Arlyn Halvorson, Jim Moeser (6:08 p.m.), Tom Allen, Kathy Siegmann, Scott Brown, Tom Shorter, Jon Anderson, Jim Hickey, and Dave Witte.

Absent: Don Schutt.

Motion by Siegmann, second by Allen to move into Closed Session under WI Statute 19.85(1)(f), for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputations of any person referred to in such histories or data, or involved in such problems or investigations (alternatives to expulsion).

Motion passed 3-0

Board members discussed potential alternatives to expulsion.

Motion by Moeser, second by Siegmann to return to open session at 7:18 p.m.

Siegmann left the meeting at 7:18 p.m.

At 7:23 p.m., School Board President Arlyn Halvorson called the regular meeting to order in the School Board Room, McFarland District Office 5101 Farwell Street McFarland, WI 53558.

Present: Arlyn Halvorson, Jim Moeser, Tom Allen, and Kathy Siegmann (at 7:28 p.m.).

Absent: Don Schutt.

Administrators Present: Scott Brown, Jeff Mahoney, Roberta Felker, Jim Hickey, Sue Murphy, and Tom Mooney.

Motion by Moeser, second by Schutt to approve the following consent agenda items:

- Minutes of the February 1, 2010 School Board Meeting

- Approval of General Fund Vouchers #147426 through #280645 and Purchasing Card Transactions dated 12/21/09 through 1/20/10

- Professional Staffing Recommendations:

* Retirements: Joe Brady, 1.0 FTE MHS English Teacher

Connie Evans, 1.0 FTE MPS/CEELC Special Education Teacher

Brad Minter, 1.0 FTE Athletic Director

Paul Van Den Langenberg, 1.0 FTE MHS Special Education Teacher

- Co-Curricular Staffing Recommendations:

* New Hires: Mark Miner, 5.0% MHS Assistant Boys Tennis Coach

Ned Lease, 5.5% MHS Assistant Track Coach

Motion carried 3-0.

Student Council Report – Andrew Hovel provided a report on current events in the high school.

School Board Reports:

- Discussion on Petition to Alter School Boundaries – Brian and Rochelle Weaver along with other members of a group petitioning Oregon School District and McFarland School District to transfer property were in attendance to address the Board regarding their reasons for the proposed reorganization.

Action Item:

Motion by Siegmann, second by Moeser to approve action on petition to alter school district boundaries.

Motion carried 4-0

- Professional Development (Teacher Study Groups) – Roberta Felker gave an update on the current status of the teacher study groups.

- Business Manager’s Report – Jeff Mahoney provided his monthly report to the Board. This report focused on enrollment and budget projections

- Recommendations for 2010-11 66:03 contracts – Jeff Mahoney and Roberta Felker shared their recommendations for the 66:03 contracts for the 2010-11 school year.

Action Items:

Motion by Moeser, second by Siegmann to approve action on dissolution of May 2007 School Forest Land Use Agreement with the Village of McFarland and amendment of the McFarland School Forest Stewardship Plan to include only school district owned property (6 acres), allowing Village owned lands (10 acres) to be registered under the community forest program.

Motion carried 4-0

Motion by Moeser, second by Siegmann to approve action on 66:03 contract extension for Youth Apprenticeship and School-To-Work programs.

Motion carried 4-0

Motion by Siegmann, second by Moeser to approve action on revised preliminary notices of non-renewal.

Motion carried 4-0

Notation was made of the second reading of policy rule revision – Policy 830 Rule School Facilities Guidelines – Use of Facilities.

Motion by Siegmann, second by Moeser to adjourn. Motion carried 4-0 and meeting adjourned 9:24 p.m.
